Loudoun County, Virginia, issues RFP for solar energy

On Friday, August 23, Loudoun County Public Schools (“LCPS”) issued a Request for Proposals (“RFP”) for solar energy to power 14 of its elementary schools.

LCPS would purchase the electricity generated from onsite solar facilities through a power purchase agreement (“PPA”). A PPA is a financing mechanism that, in many cases, allows non-profit or governmental customers to take advantage of federal tax credits for solar energy investments.

PPAs for solar energy are lawful in Dominion’s service territory under the Virginia State Corporation Commission’s Renewable Energy Pilot Program. This program allows customers to purchase the output from solar and wind facilities that are located on their premises but owned by third parties.
